Narrative Description of Project
The Programme for Sustainable Waste Management, called ValoRe (contraction of the words Valor (value) and Resíduos (waste) – putting value on waste), aims to address the current practice of disposing municipal solid waste in uncontrolled and poorly managed dumpsites with little to no treatment and/or recovery of recyclable and reusable materials. The programme also includes a transformative focus of the sector – which goes beyond the infra-structure development – and entails the engagement of different actors, public and private.
Starting from May 2024, ValoRe received the support from the Mitigation Action Facility (MAF) based on a proposal led by the Ministry of Land and Environment (MTA) in collaboration with the National Fund for Sustainable Development (FNDS), the National Association of Mozambican Municipalities (ANAMM) and the Belgian Development Agency (Enabel).
One of the activities of Output 4 and in Output 5 is to complete preparatory activities related to the construction of the integrated solid waste management infrastructure for Nacala and Nampula, respectively, which includes environmental and social safeguards
CCS SA, the leading partner, and S&T CONSULTORIA, LDA provided external support to independently review and monitor the quality and adherence of these processes to national resettlement regulations
Description of actual services provided by your staff within the assignment
The main objectives of this assignment are:
– To prepare a Livelihood Restoration Plan (LRP) for affected waste pickers in Nampula and Nacala, based on the existing data (census of waste pickers).
– To review and provide recommendations on documentation and processes related to compensation and resettlement (led by Municipalities), ensuring alignment with national legal and policy frameworks
The Main tasks included:
Task 1: Livelihood Restoration Plan (LRP) for waste pickers
Task 2: Technical Review of Municipal Resettlement/Compensation Process
The deliverables included:
1. Inception Report (including an updated workplan);
2. Livelihood Restoration Plan for Nampula (including public consultation reports);
3. Livelihood Restoration Plan for Nacala (including public consultation reports);
4. Technical Review on Socioeconomic and Physical Survey Report for Nampula (including public consultation reports);
5. Technical Review on Socioeconomic and Physical Survey Report for Nacala (including public consultation reports);
6. Technical Review on Resettlement/Compensation Action Plan (including public consultation reports) for Nampula;
7. Technical Review Resettlement/Compensation Action Plan (including public consultation reports) for Nacala.
